New Delhi: Victoria University has received the Letter of Approval (LoA) from the University Grants Commission (UGC) under the Ministry of Education, Government of India, enabling the Australian institution to establish its Delhi NCR campus in Gurugram.
The approval marks a significant milestone for Victoria University as it prepares to commence academic operations in India.
The announcement was made during Indian Prime Minister Narendra Modi’s visit to Australia for the Third Australia–India Annual Summit in Melbourne.
Australian Prime Minister Anthony Albanese joined Prime Minister Narendra Modi in welcoming the issuance of the Letter of Approval to Victoria University, allowing the institution to operationalise its India campus.
Nagesh Singh, High Commissioner of India to Australia, formally presented the Letter of Approval to Steve Bracks, Chancellor of Victoria University, and Professor Adam Shoemaker, Vice-Chancellor of Victoria University, enabling the university to begin teaching operations in India.
The approval represents a major step in Victoria University’s expansion into India and aligns with the implementation of India’s National Education Policy (NEP) 2020.
The policy aims to expand access to globally benchmarked higher education while positioning India as a preferred international education destination.
With this approval, Victoria University joins a select group of leading international universities that have been authorised by the UGC to establish campuses in India.

The Victoria University Delhi NCR campus will be located in Gurugram and will offer undergraduate and postgraduate programmes across high-demand disciplines, including Business, Data Science, Information Technology, Cyber Security, MBA (Global), and Master of Applied Information Technology. Students enrolled at the campus will graduate with a recognised Australian qualification.

A defining feature of the Victoria University Delhi NCR campus will be the award-winning VU Block Model®, under which students study one subject at a time through intensive learning blocks supported by smaller classes and continuous assessment.
Developed and refined in Australia, the model is designed to improve student engagement, academic progression and employability by enabling learners to focus on one subject at a time.
Beyond academics, Victoria University students in India will have access to the University’s Global Mobility Program, providing opportunities for semester exchanges, undergraduate transfers and postgraduate progression at the Melbourne campuses.
Eligible students can also benefit from the VU Block Model India Scholarship, which offers merit-based scholarships of up to ₹3 lakh per year throughout their programme.
With a legacy spanning 110 years and a global student community of nearly 52,000 learners, Victoria University is ranked among the world’s top 3% of universities.
The Delhi NCR campus aims to strengthen academic, research and industry collaboration between Australia and India while expanding access to internationally recognised, industry-focused education.
Admissions for the inaugural batch are expected to begin ahead of the first intake scheduled for August.
